Your words and wisdom are enlightening and have put our minds at ease somewhat. I completely understand that you are unable to provide a definite answer, but I expected no different.
This is, as you said, a very unusual circumstance, but a true example of how the council like to test us with their constant barriers, all with the end result of generating more costs, time and stress to the developer!
I may take you up on your further advice and will complete a contact form if required. First I must discuss this further with my father and discuss our next steps.
I will of course keep you posted via this forum of any outcomes etc.
